Reincorporation and reconciliation through Humanitarian Demining actions. The only mechanism for the comprehensive reincorporation of ex-combatants.

General Description

The project promotes three Humanicemos DH areas: (1) Specialized training and employment creation for former FARC-EPs ex-combatants in the action against mines; (2) Actions for prevention and reconciliation with communities; (3) Knowledge generation to systematize, replicate, and escalate the actions included in the Peace Agreement.

It contributes to socio-economic reintegration, strengthens Colombia's response to the scourge of anti-personnel mines, and creates opportunities for reconciliation with affected communities. It strengthens the capacity of the national sector of action against mines, recognized by the transitional justice mechanism as a form of reparation to victims in conflict-affected areas.

 

This action capitalizes on and escalates the first phase’s progress (2017-2019), funded by the United Nations Multi-Donor Fund.

The project is developed in La Montañita (Caquetá), where take place identification and manual demining operations. Women participate in the dissemination of information within their families and communities; young people will be involved in schools and community groups.

Contribution to the Peace Accourds

This project contributes to the initiatives of the National Government to implement the Peace Agreement on the social and economic reintegration of the former FARC-EP ex-combatant population (Peace Agreement, Section 3.2, Art. 3.2.2.6, Par. B). Promotes achievement of the Implementation Framework Plan goals, in an exercise of coordinated work between the European Union and Colombia in order to reinforce a stable and lasting peace.

It highlights the Office of the High Commissioner for Peace’s leadership in supporting this project, as coordinator of the national strategy of Integral Action Against Anti-Personnel Mines.

It also contributes to strengthening the capacity of the national sector against mines and to reparation and reconciliation for conflict-affected communities. Article 5 of the Peace Agreement (Victims of Conflict).

Objectives and Results

It gives continuity to the first phase results and supports three work lines:

  • Reincorporation of ex-combatants.  At least 90 of them are involved in workforce development and employment in mine action activities. This will allow to leave the local capacity installed and greater theoretical and practical knowledge.
  • Implementation of comprehensive actions against mines, taking into account the needs of affected communities, while helping to prevent, mitigate, and respond to incidents related to these risk situations through education, victim identification, and the search for opportunities of reconciliation with communities.

 

  • Mechanisms for monitoring, quality management and activities and results systematization. Develop strategies that contribute to document, replicate and escalate good practices, making them visible and impacting their potential for other communities and regional contexts.
